Rei is a character who can get by without much CR, so she's a good character if you're strapped for time. She only interacts with people as necessary though, which can make it hard to build CR, especially if she's in a panfandom game without any canon mates. You're probably going to have to do a lot of having her bump into random characters/being accosted by people in order to build up any CR.
She really doesn't say anything unnecessary and she can appear cold, tactless, rude and blunt. Not because she's mean or malicious, but because she just doesn't understand social niceties. Her interaction with Shinji in Episode 5 and her first meeting with Asuka are pretty good examples of her behavior. It also proves how problematic she can be: when confronted with someone pushy or obnoxious, most stoic/quiet types can be brought out of their shell, but not Rei. I wouldn't say her speech is clipped, but most of her sentences are pretty short.
If you need help getting her out and about, don't be afraid to go around asking people OCCly to help you. Unless it's someone she has a canon reason to interact with, she'll only deal with people out of necessity or because they are just that damn bloody persistent. Deep down, she is a very lonely girl, so it's not impossible to get her to interact, but it's going to take a lot of reaching out from other characters and a lot of forcing Rei into situations where she'll need to interact with others.
Honestly, don't worry if many of her threads are short at first. That's just how Rei rolls.
