WHAT: Exploring the streets of Jhelbor, and letting Daxter experiment with his powers while Jak broods, in public.

Jak wasn't in a great mood today. His day had begun fine, but had been on a downturn since two days ago. It all fell apart when he was formally introduced to Daxter's ability to use telepathy.
It had started with a simple complaint where he "heard" Daxter call him brooding, and while Jak got miffed at it, he couldn't disagree. However, when Daxter started talking about anything, he never stopped at brief. The insults kept coming intermittently until the elf lost his temper, and when calling his friend out of the matter, was shot down rather spectacularly with denials about the comments.
After some quick arguing, it came to light about Daxter's powers, and other he'd been practicing, like his ability to make things "seem better" which he'd been fervently trying to use on Jak to convince him to go outside.
Which led to why they were here. Not because of Daxter's ability actually working, but so he could practice on other people, while Jak sat and tried to calm down.
