The shield might be debatably (I think I invented a word...) a weapon, considering its primary use is in warfare, but I don't see any issues with the scarf!

I'm gonna say yes, since we've had characters coming into route with armor in the past. Are we talking a full suit of armor or a few pieces?

She could have most of her stuff, minus the jousting lance. And she'd have to be willing to lug it all everywhere, in the snow and sun etc.
