I found the Master Emerald randomly in one of the rubble piles dumped near Final Destination City. I think Espio in his brainwashed state have dropped near the parking lot...the rubble was from that same lot where the construction was going on earlier today - if you heard the noises - so it might be that the Emerald was around that vicinity before getting buried under the pile.
Anyway, I found it with Dr. Robotnik's stolen technology gadgets...tee! If you need any more help, just shoot me an email~
