Maybe it's just that the cost of living is lower in those countries, with cheaper medical costs being a corollary of this fact.

I caught an article online a while ago about Korean-Americans and Korean immigrants to the United States who fly back to Korea for medical treatment because it's cheaper to buy a plane ticket and get the medical work done there than it is in the United States. Plus, for the older generation, it helps that they can use Korean with the doctor.
