They made friends during the alignment virus, after which Tamaki staunchly refused to believe that Setsuna didn't, somewhere deep down, want friends very much. Tamaki generally annoyed, befuddled, and tried to bond with him for months, before shit hill went down on Gundam world and Setsuna was left comatose. The Doctor asked Tamaki to hide him, and he did, even going so far as to convert the basement into a Gundam hangar to house Exia. (Yes, this is entirely plausible in Ouran world.) They're pretty much legitimate friends now, and Setsuna is attending Ouran for the time being, hosting at the Host Club to pay back Kyouya for the money involved in building a gigantic Gundam hangar. It's not quite a necessity-- Tamaki has plenty of money to pay Kyouya back, and is absorbing the cost of Exia's repairs as it is-- but he thought that it would be nice for Setsuna to have an excuse to get out and make some friends. Whenever Setsuna has to go back to his own world, he'll absorb whatever remains of his debt. He's the sort of person who always tries to understand his friends better, so he's been watching endless science fiction movies lately, and even attempting to help with Exia's repairs.
It's not that it's never occurred to him to question the morality of what Setsuna's involved in on his own world, but he firmly believes that Setsuna is a good person who is working for the right thing. He knows that the details are far over his head, so he doesn't bother trying to work them out; he just trusts Setsuna instead.

Whenever these two talk it's like an explosion of sparkles and unicorns. They exist completely on the same wavelength, and believe that people are fundamentally good, that everyone would get along if they just sat down and had a good meal together, and that everyone can use some more friends. He knows that she worries about him sometimes, so he tries extra hard to be cheerful around her when something is wrong-- although sometimes he just ends up flailing and needing her help in any case.

SO ADORABLE. He loves little kids, so ends up treating her like the little sister he never had sometimes. She acts very mature and responsible for her age when it comes to needing help with things, so he tries his best to do nice things for her even if she doesn't ask, like taking her out shopping for clothes. They are Steel Samurai fans for life.

Uses Science to solve everything! She's very intelligent, incredibly upbeat, and really friendly, and Tamaki likes her a lot :D They bonded over building sand castles with beakers at the beach party, and she gave very helpful advice when he was confused about Haruhi, even if he doesn't really understand why drawing hearts around her name is supposed to work.
