You have to understand the confusing nature of Council, Coordinators, and public opinion. :)
The decision to allow the Schismatics into the Camarilla was supported by Clayton's excellent Clanbook: Assamite (revised). Combine that with the Cam-centric focus of the organization, and you had more and more Assamites that wanted to play in the Cam, not as perpetual outsiders. Much jockeying and bitching and moaning resulted in a poor man's compromise - PBS, but members of the sect.
The Curse was not reinstated for several reasons. One, Council would not agree to it. Two, the genre behind the Curse itself is not very detailed; some say it took monumental resources of the clan, others say that the Assamites had to willingly submit, etc., etc.
The issue with 'designated territory' is that it marginalizes an entire clan. The Revised Clanbook addressed reasons for why Assamites would be something other than hired killers who never leave the Middle East and, as I mentioned up-post, there are a lot of Assamite players in the organization clamoring to play. Additionally, the "designated territory" clause was enforced only when a Prince felt like it, which caused conflicting issues within the various Chronicles.
Overall, while the current Assamite policy seems jumbled and confused, it is 1000% better than it was, say, six years ago. :)
