Bilingual Education = Ghetto?

I know this is a controversial issue. I also know that learning Spanish has made me more sensitive to the needs/issues of the Latino and Spanish-speaking communities. I am biased in their favor :-)
But COME ON Gingrich...implying everyone that speaks Spanish is from the ghetto? Or that the only way to solve this issue to make Spanish speakers immediately speak English?
