Towards a defintion of paella, Basque or Catalan?

Food wars have broken out in the Home Counties between Jose "El Burro" Slavko and Ron "El Magnifico" de Fustet y Broxted. Is paella Basque, or as I correctly claim southern Catalan? Now to the New World. The United States has money but Europe provides culture, even if it is sleazy. We do not have large "Jesus saves" placards everywhere. One thing we do have is http://www.stopblair.eu which I fully endorse. Is Ferrero Rocher a balanced diet? If not here is a recipe for genuine cajun jambalaya.
Quarter cup oil,
1 cup finely chopped onion,
1 cup finely chopped green onion,
Quarter cup finely chopped fresh parsley,
2 tablespoons finely chopped green bell pepper,
1 8 oz can tomato soup,
2 teaspoons finely chopped garlic,
1 cup rice,
2 cups water,
2 teaspoons Worcestershire sauce,
salt, cayenne pepper, 1 lb raw shrimps, peeled.
In a medium sized pan heat the oil and saute the onions, green onions and pepper. Stir in tomato soup and garlic.Stir in rice, add water, worcestershire sauce, salt, cayenne pepper and shrimps. Cook on medium heat stir occasionally. 45 minutes, ensure rice is tender not mushy.
