Well, HMIC stats say it is true. As I wrote, either anonymity for both sides or neither - I am owed a YUGE amount by the UK and as they can't/won't pay they must take the damages. Same applies to Ireland. My enemy's enemy is my friend so I support Russia, China and pretty much anyone else annoyed at plod. Feel free to challenge away, it is called free speech and gets one jailed in England.

Equality for both sides is right in principle, but in practise it stops genuine cases being prosecuted due to victims either not knowing there have been other incidences (anonymous) or fear of coming forward (exposure) ... so I really don't know how that problem can be squared; it will never be a 'fair' system, either way.

'Free speech' is never 'freedom from consequences', anywhere!
