Martin McGuinness and moral blame.

In his most recent interview Irish Presidential hopeful McGuinness said that he had not killed anyone. Granted that one needs to be on top of somebody, at close range, to get a confirmed kill I want to know this. (It goes for the British army as well). 
Whom is responsible? The officer giving orders? Recce units pointing out targets? The person squeezing the trigger? Are they all to a certain percentage blame worthy? What of politicians sitting at home who make wars initially? The Buddha said not to make or sell arms, bad karma. What do you think?
