Roma
This is going to be long.

For starters, Roma is the only one still keeping him alive. His grandchildren's peoples have some shared identity but it's not that strong (equivalent to European identity in the real world) and certainly not enough for a personification like him. Roma's people give him strength as he is essentially the personification of the non-Romans, the 'barbarians*' to them. As long as this concept remains, he will exist. This means that being conquered by Roma will kill him and he knows it. (Whether Roma realises this or not is debatable but by now, he might suspect it.)
*My headcanon is that this applies to canon Germania as well which might explain why he's not just one of many germanic personifications.
