I updated my version of VLC from 2.2.1 to 2.2.2.
This solved both the problem with not being able to set the image height and width correctly, and with the capping frequency being wrong. It was a bug!
Grrr! And I have been trying to figure this out for a long time! Damn bug!
At least the problem is gone. Now for recapping several episodes :(
