This fic has the cast of Merlin set in a universe that's a mixture of The West Wing, The Office and Love Actually. Arthur is the director of the press office at Downing street who has a career all planned out and Merlin is his assistant who is infuriatingly stubborn about how he want to do his job. It starts calm enough and works its way up through a whole load of UST towards a very satisfying conclusion.
