I think I figured out which came first:
SkyNet's automated vehicles learned to talk (probably from the T- series)...
...and the planet then turned into the world of Chuggington (where whenever a train talks, it moves like a bucking bronco - a habit picked up in the war between humans and Machines)...
...and Chuggington became Sodor (home of Thomas the Engine, not of the One Ring), in which that bucking action was lost, but the iron grip of human rule grew firmer.
