a piece of a The Hunger Games ficlet...ignores anything after the first few chapters of Book Two (Catching Fire), but follows the movie.
"Tell me, Katniss, what do you think the Capitol does when we're not holding Hunger Games?" President Snow asked.
Katniss said nothing.
"Say whatever you like - there will be no reparcussions or blame no matter what you say."
Still nothing.
"Then I'll tell you," Snow said. "We protect Panem."
"(But) you're only one district," Katniss said.
"Yes we are. One district who defeated thirteen districts 75 years ago. And we have not been idle - the defence of the districts does not permit us to."
