WASHINGTON - Two teenagers were arrested Saturday in the theft of a laptop and hard drive containing sensitive data on up to 26.5 million veterans and military personnel, authorities said.
The equipment was stolen May 3 during a burglary at the Maryland home of a Veterans Affairs employee. The laptop and hard drive were turned into the FBI June 28 by an unidentified person in response to a $50,000 reward offer.
The equipment contained the names, Social Security numbers and birth dates of veterans discharged since 1975, in what was the worst-ever breach of government data.
Jesus Alex Pineda, 19, and Christian Brian Montano, 19, both of Rockville, Md., were arrested early Saturday, Montgomery County police said.
Pineda was charged with first-degree burglary and theft over $500. Montano was charged with first-degree burglary, conspiracy to commit first-degree burglary, theft over $500, and conspiracy to commit theft over $500.
Police said charges were pending against a third male suspect who is a juvenile.
"I commend the FBI, Montgomery County Police, VA's Office of Inspector General and other law enforcement agencies for their professionalism and diligence throughout this investigation," Secretary of Veterans Affairs R. James Nicholson said in a statement. "Today's announcement that arrests have been made is good news."
Authorities said the suspects did not specifically target the VA employee's home in Aspen Hill, Md., and did not realize the hard drive contained veterans' information until the case was publicized.
Police did not have any information about attorneys for the suspects. A bond hearing could be held Monday at the earliest, officials said.
The VA announced last month that the FBI has determined with a high degree of confidence that the files were not compromised.
"While this arrest is good news, we were lucky that the data belonging to veterans was not accessed and misused," Steve Buyer, chairman of the House Veterans Affairs Committee, said in a statement.
"The vulnerability is real and with the help of Congress, VA must move forward with information security reform," said Buyer, R-Ind.
Congress is investigating the steps leading up to and after the theft. It also is pondering legislation to improve information security.

I have a whole laundry list of Special Interest Groups (Caucasian, Indonesian, European, French, Asian, Indonesian, Lesbian, etc.) that did something that harmed me or contributed to my current Financial Problems.
From a Political Perspective, wouldn't that be Strategic Positioning if you were going to plant a Jesus Christ Figure on the Planet?
Regardless of what anyone says of who I am or am not, everyone can agree that if any Jesus Christ Figure surfaced, you'd get a whole bunch of Special Interest Groups with their hands out begging for alms or demanding that Jesus Christ do certain things for them.
You can EXPECT the African-American Community to especially demand that Jesus Christ "balance" things out in favor of the African-American Community regarding Civil Rights.
- What if it turned out that the African-American Community has already been treated fairly?
- Wouldn't it be interesting if the Planet intentionally staged it where an African-American Representative would abuse the Jesus Christ Figure making the African-American Community look badly in order to set the balance?
- What can the African-American Special Interest Groups say or complain about if one of their own was abusive toward Jesus Christ? How can they make demands on what they feel they deserve in terms of fairness and equity if one of their own was abusive to "God"?
If you were going to place a Jesus Christ Figure on the Planet who is Non-Black, that Jesus Christ Figure would be vulernable to accusations of being Racist or Discriminatory toward the African-Americans if Jesus Christ passes Legislature that is in favor of Caucasians.
I've even stated that it's actually to the benefit of the African-American Community that they have a Black Person beating up on Jesus Christ. That's because if Jesus Christ can take unfair abuse from an African-American, the Caucasian Special Interest Groups won't think it's favoritism if Jesus Christ rules in favor of the Blacks.
The Caucasian Special Interest Groups would know that it must be a fair judgment if Jesus Christ can still make fair decisions toward the African-American Community after being treated badly.
I'd like to point out that Davis' family, who is African-American, told Davis not to work with me anymore. Davis refused. Davis' sister Tawanda unfriended me. I had listed a whole list of complaints regarding the finances and money Davis hadn't paid back regarding the loans he took out against my mom.
I laid out the Psychic Forensics Results that pointed out the things he did. His family naturally took offense and thought I was crazy.

That's how you can prove:
- Davis was abusive
- I'm in charge of Law Enforcement
- I'm of Royal Blood
I remember reading a poem in high school where "we live in a world where 4 Clubs don't beat a King." Seth Lauritzen (SL = Sunny Leone) made a loud affirmation while I was reading that poem.

2 teens accused in theft of VA computer

WASHINGTON - Two teenagers were arrested Saturday in the theft of a laptop and hard drive containing sensitive data on up to 26.5 million veterans and military personnel, authorities said.
The equipment was stolen May 3 during a burglary at the Maryland home of a Veterans Affairs employee. The laptop and hard drive were turned into the FBI June 28 by an unidentified person in response to a $50,000 reward offer.
The equipment contained the names, Social Security numbers and birth dates of veterans discharged since 1975, in what was the worst-ever breach of government data.
Jesus Alex Pineda, 19, and Christian Brian Montano, 19, both of Rockville, Md., were arrested early Saturday, Montgomery County police said.
Pineda was charged with first-degree burglary and theft over $500. Montano was charged with first-degree burglary, conspiracy to commit first-degree burglary, theft over $500, and conspiracy to commit theft over $500.
Police said charges were pending against a third male suspect who is a juvenile.
"I commend the FBI, Montgomery County Police, VA's Office of Inspector General and other law enforcement agencies for their professionalism and diligence throughout this investigation," Secretary of Veterans Affairs R. James Nicholson said in a statement. "Today's announcement that arrests have been made is good news."
Authorities said the suspects did not specifically target the VA employee's home in Aspen Hill, Md., and did not realize the hard drive contained veterans' information until the case was publicized.
Police did not have any information about attorneys for the suspects. A bond hearing could be held Monday at the earliest, officials said.
The VA announced last month that the FBI has determined with a high degree of confidence that the files were not compromised.
"While this arrest is good news, we were lucky that the data belonging to veterans was not accessed and misused," Steve Buyer, chairman of the House Veterans Affairs Committee, said in a statement.
"The vulnerability is real and with the help of Congress, VA must move forward with information security reform," said Buyer, R-Ind.
Congress is investigating the steps leading up to and after the theft. It also is pondering legislation to improve information security.
