In September 2009, Kapoor suggested giving all Americans the option to buy into Medicare, the single-payer healthcare system for citizens age 65 and older. Dropping the age restriction would be simple, it wouldn't create a whole new regulatory apparatus, and would leave existing insurance companies free to operate their businesses however they like while making certain that the people they don't want as customers still have affordable access to medical care.

On Tuesday the 9th, Representative Alan Grayson introduced HR 4789, "[t]o amend title XVIII of the Social Security Act to provide for an option for any citizen or permanent resident of the United States to buy into Medicare." The PDF of the bill is four pages long and does exactly what Kapoor says should have been done in the first place: Allows any US citizen of any age to buy into Medicare at program cost.

It's nice that someone on Capitol Hill took Kapoor's suggestion.
