Take the base, prepare it as you like.

Layer >> New adjustment Layer >> Curves
RGB 1st point (I: 59, O: 115); 2nd point (109, 191)

Layer >> New adjustment Layer >> Color Balance
Midtones -11, 7, 7
Shadows 12, 7, 13
Highlights 0, -10, 0

Layer >> New adjustment Layer >> Photo Filter: Cooling filter (82)
Opacity 22%
(you may need to play with the opacity here or change it with the warming filter according to your picture)

Layer >> New adjustment Layer >> Channel Mixer
Red: 121, -23, 0
Green: 0, 100, 0
Blue: 0, 0, 137 constant: -23%
Lower the opacity to 75%

Layer >> New adjustment Layer >> Selective Color
R -61, 39, 83, 0
Y -64, 100, 0, -41
N 40, 0, -25, -14
Opacity 60%

Layer >> New adjustment Layer >> Brightness/Contrast : -7, 29
