Program: Photoshop CS2
Includes: Color Balance, Curves, Photo Filter

Got my base from here

I'll leave it this size since I've used it for my Friends Only banner, but it works fine with 100x100 icons too ;)



First layer is a Curves layer
RGB: Input: 58; 0utput: 122



Then we create a Color Balance layer:
Midtones: +3, +8, +6
Shadows: -4, +2, +8
Highlights: 0, 0, +7



Curves
RGB: 1st (I:41,0:93)
2nd (I:151,0:210)
set to color burn 55%



Fill layer: #290101 set to exclusion



Photo Filter: Cooling Filter (82). Leave the density at 25%.



and you're done!
of course the coloring changes depending on the base. For example, if the base is lighter than this one, lower the opacity of the first curves layer, like I did with

and

so play around with the opacities and be creative ;)
