Cropped it 100x100 and i got my base



I added a gradient by
colortone


set it to screen (rotate it if necessary)



Layer>> New Fill Layer >> Solid Color >> Exclusion 100% >> #041f5b



Layer>> New Fill Layer >> Solid Color >> Soft light 100% >> #2f47b0



Layer>> New Fill Layer >> Solid Color >> Color Burn 100% >> #bbd2ec



Duplicate the base, drag it to the top and set to Soft light.
Sharpen
