In Romanian we use double inverted commas for quotes and a dialogue line, -, for direct dialogue. From what I've seen on the net, in English, probably American English, double commas for quotes and single comas for dialogue.
That's interesting. I wish I could remember precisely what I was taught at school, but it was a long time ago and I wasn't renowned for paying attention in class! I hadn't really considered the distinction between quotes and direct dialogue, but I thought that in UK English, double quotation marks were used for both. I'm going to have to look into this in more detail so that I can be sure of my ground. It seems that a large proportion of the internet population either disagrees with me or doesn't know itself.
It's double inverted commas for quotes in academic journals. Unless it's a French or Italian journal, in which case you do something that the html on LJ won't let me do!
