I think thinking of the next generation as being PDF-based may be the completely wrong way of thinking about it, though. My thinking is that it'll resemble more a wiki -- where the rules are very non-linear, you use hyperlinks and search to navigate, and the rules and the conversation about the rules occur at the same time.
The question would then be how would you 1) prevent vandalism and 2) monetize the experience. Probably.

Well, you produce a 'locked' wiki as your product. Which is possibly more similar to the pdf than I think it sounds, I don't really do pdf's so this is all blue sky thinking to me

Vandalism isn't really an issue if you're using a wiki that just exists locally on your device and isn't available to random people out on the Internet. Something like a TiddlyWiki sitting on your hard drive, for instance.

I keep wondering if electronic publication should allow a different model to supplement the teaching model. One of the first games I ran was TSRs Buck Rogers XXVC RPG. The box included the Characters and Combat Book, The Technology Book and The World Book

To be honest I hope PDF will NOT be the standard for document to be read electronically on tablets. PDF is designed with paper in mind, one size of paper - the one the document is layout in.
