'front' a Naval Penal Board? By which I'm guessing she's to be in front of one? Oh dear.

And if she's out on parole, I'm surprised the parole officer isn't there... Or perhaps he or she is there already and just keeping out of sight.

She may have given her word to return, with the promise that they'll find her if she doesn't. Electronic tracking is also a possibility.

I got the impression of a turn-of-the-century style novel set in perhaps Napoleonic terms, but now that I think on it, 'blacklight' and 'transfer station' implies a more technological setting!

Calling them "help" seems ... even snarkier than that term usually does.
