Travelling in China

To those who have been in China before, I need some travelling advices:

If I have limited time and can choose between visiting

(A) Shanghai, Suzhou, Hangzhou

and

(B) Beijing

Which one would you advise I choose.  Why?

Shopping is not a priority.
