Five Great Charters Knit the Land

The Dog trotted happily down the street, pausing occasionally to sniff at a particularly interesting scent, or to beg for a quick scratch from a friendly passer-by. To most, she appeared as nothing more than a good-sized black and tan mongrel dog, out for a walk.
Inside, though, she was already considering the conversation to be had. The Mogget had mentioned experimenting, and indeed, she had done some herself. But this place had a strange effect on her magic - on magic in general, Charter and Free. She could not cast marks, which was unheard of - she was part of the Charter, after all - nor could she change her shape much. A bit of effort and constant attempts had yielded some change in size in addition to her manipulation of her paws, but nothing of the degree she should have been effortlessly able to accomplish.
And her collar - it held her form, and she could feel, very faintly, the buzz of magic within it, but it was as if...as if it had been cut off from the wellspring of power that it was drawn from. As if the Charter...was very far off here. Like a scent, dampened by rain and time.
Luckily, she'd been to the Library not long before, so she quickly arrived, casting her gaze around for a certain small, white cat.
