There were other arrangements to attend to. That was the reason the meeting had to be postponed -- there were the Sky Pirates, yes, but a few other things had to be taken care of with Her Majesty's permission before the Council could take place.
And that was why Balthier Bunansa had been asked to return to the Castle, by Messenger carrying a letter on foot.
A large grey table, like a circle stretched lengthwise, has been set up to accommodate the meeting with one chair per Councilor -- eight in all. They were all empty save the ninth chair at the head of the table, where the Chancellor was waiting. In each corner, a well-armored guard with a shadhavar emblazoned on the tabard stood at attention, ready for anything.
Chancellor Nacitah was garbed in her long formal robes and plumed hat, concealing both her gender and her skin-tone save for her bare hands and face. She rose as he was led in, extending her hand in greeting. "Welcome, Balthier. We have much to discuss."
