Closer, I'd say, to a being emulating Quetzacoatl than a dragon, either Western or Eastern, though its twin heads would indicate some degree of difference, perhaps in some senses reminiscent of the amphisbaena, though the resemblance is far from perfect.

I'm not sure whether we should hope this is one of the other Twelve Lords or not, though I'm leaning towards not. The known power figures here have been less than entirely benevolent, after all.
