Well, all the worlds are separate, so we're supposed to make sure they don't find out that other worlds exist.

Do you think that the people from crueler worlds would think that the system is unfair? Or is the system in place to avoid chaos?

It's mostly there to avoid chaos. Some people might try to cause trouble if they found out about other worlds.
