What determines whether someone gets called in for the draft? Anything?

I feel like... I should have been there to help my friends.

Maybe I'm not considered strong enough yet.

Damn sight less frustrating, that way. [after a moment, grudgingly, because that's not all there is to it] Doesn't mean it's not possible, I guess. [To figure things out, he means.] People know more than they used to-depends on how much shit you're willing to sift through.

[Zoro just generally prefers the threaten-things-and-menace-the-information-out-of-them approach when people are difficult-but that's not exactly been productive here.]
