I have come to a realization.
Once I am free and darkness blankets the earth, my power will be unmatched. However, there will still be resistance from the cattle.
Therefore, I need an army, suited for the dark.
I can see within the mind of Rupert Giles that this city is a haven for creatures of darkness, even given the presence of the Slayer. The vampires, in particular, are feral yet feeble. They can easily be manipulated with the promise of power, and free hunting of the cattle.
The vampires will comprise my legion of darkness.
The cattle will fall in line.
