I actually really like Chie's VA--it's very different from her vanilla one, and sounds much more like an actual teenage girl to me, especially a not-traditionally-feminine one. Girls can have dorky voices too!

I am delighted to inform you that P4 is, as far as I know, the first entry in the "JRPG protag fishes to give fish to cats" genre, the greatest genre of all. And yeah, "likes cats" is basically the most we get from him. I remember when the P5 trailer first came out, everyone was freaking out about how Joker smirked. We've come so far.

The actual sound of Chie's voice is fine, but her delivery's so over-the-top she sounds like a cartoon character to my ear, in a cast of people who mostly speak fairly naturally. Maybe I just don't get along with Erin Fitzgerald's voice acting? I wasn't a fan of her Agnès in Bravely Default, either; I don't think she was badly acted, but I found her voice hard to listen to for reasons I couldn't quite place.
