a pretty good racket?

my dream gave me the idea that if one wanted to make some pretty good money, one could run a motel/hostel on the cheap and on the down-low. not needing to pay city or state fees for lodging establishments could be passed on to the customer in the form of absurdly low rates.

1. rent a commercial storefront for cheap somewhere. the condition doesn't matter, only that it has enough space in back for several rooms with beds.
   
2. give the establishment an interesting enough name that people who are bored or curious will be drawn in.
   
3. set up a fake front, doing bookkeeping. this premise must be non-trivial, so as not to attract unwanted scrutiny.
   
4. when they have adequately demonstrated themselves to not be city officials or law enforcement, offer the patrons a room or bed at an affordable rate.
