This is Chiyo, of the manga/anime Azumanga Daioh. She is a precocious cute/annoying little girl who has been moved up several grades in school and is now among the Big Girls. Chiyo is the most irritatingly happy person you will ever meet. NOTHING gets her down, not even being eaten by a huge blue orca. Okay, that's not really what's happening here, but it COULD be.
