There are few things in the world that irk me more than people that go to the bathroom, walk out of the stall, turn on the water for 5 second, barely wetting their fingertips and then walk out like they washed their damn hands. WTF?!? And you don't even have the shame NOT to do it in front of other people with bonafide suds up to their elbows.
