Some examples of why even a little snow can shut this city down. Yes, there are many places that get a lot of snow every year. In a sense, they have it easy, as there is a healthy budget for snow removal and control. Seattle, it is believed, does not get enough snow to justify a big enough fleet of snow plows and salt trucks to actually do an effective job in a city the size of Seattle.
