Content Providers (eg. Google, Hulu) want net neutrality.
Service Providers (eg. AT&T, Comcast) do not want net neutrality.
Interestingly, the two "inventors" of the Internet are divided in their opinion on net neutrality. Vint Cerf (who now works for Google) is one of the biggest voices for Net Neutrality, but Bob Kahn thinks that "net neutrality" is a bogus argument.
I myself am unclear what side I would take on this debate. From a purely economic perspective, I cannot think of any convincing argument for net neutrality. But from a purely ideological point of view, I am convinced net neutrality is needed to ensure the Internet remains a level playing field for all players, and any one party does not become too powerful. The economic vs ideological dichotomy, to me, is the essence of this debate.
