[ PSYCHIC PAPER ]
- When utilized, the psychic paper allows the holder of the paper to show the reader of the paper whatever the holder wants the reader to see. Specifically, the Doctor has used it for credentials in the past, for certification, badges, key cards for computer access, anything of the sort.
- There ARE, however, cases in which the paper does not work on the reader. These cases include:
- Cases of extreme genius will see a blank paper; for example, William Shakespeare saw right through the trick when it was used on him. Intelligence would probably have to be... 9 or 10.
- If the character has specific psychic training against things like this, it will also not work on them.
- The paper can additionally be foiled by looking for the 'fractal lines' in the particles, though this hasn't been successfully observed.
- Or if it's a lie too big. The psychic paper came out gibberish when the Doctor tried to sell himself as a responsible adult, oops.

[ OTHER PSIONICS ]
- Timelords are low-level psionics, specifically by touch. Namely, they can read minds.
- Mostly on this, I want to know if your character has any sort of unusual psychic projection that's been observed in canon. He'll probably be able to hear it, though at 50% power.
- Additionally, is it okay if he can ever read your mind? He probably won't. It's rarely used in canon.
- Timelords can also manipulate thoughts and memories. AGAIN, this is hardly, hardly ever used.
