1990! That's fucking outrageous.
I know that Appenzell Rhodes-Intérieures is the smallest canton in Switzerland, with only around 15,100 people, but that's no excuse.
It also pisses me off that this was just a small side note in the book I'm reading on Swiss politics. Especially considering Switzerland's sharp pride over it's "direct democracy."
