I don't know if anyone else has figured it out, but these statues have a huge weakness. they can't be spotted by any other creature, including another statue.
Some people have managed to smash them, but not all of us are so lucky. With all the children currently unattended in the city, it may be best to try luring statues into positions where they're in sight of each other.

I left them this way on Tuesday, and unlike the other statues, they don't appear to have moved since then.
