Linda is a scientist encountered in Umbrella's corporate headquarters in "End of the Road," the final scenario of Resident Evil: Outbreak File #2. She's preparing to escape the city with her co-worker Carter and a vial of the cure for the T-Virus, when disaster strikes.
By the end of the scenario, you find out that Linda was using the outbreak as cover to escape from Umbrella in the most public way possible. If you opt to save her and bring her out of the city with you (either via her ally's helicopter or by truck), you get your character's good ending. If you opt to escape the city without Linda, you get the bad ending, where the T-Virus has spread all over the world. Thus, in RE "canon," Linda must have escaped the city.
You don't get a lot of background or characterization for Linda in the game she's from. She's an intelligent virologist who remembers enough off the top of her head to eventually synthesize a cure for the T-Virus, which she's working on as of June 1999 (current time in "canon" RE Earth). She's not aggressively formal, has a lot of common sense, and is probably the second most knowledgeable living scientist concerning the T-Virus, behind Wesker himself.
Her last name in the RP, Devereaux, has been made up for this game. LOL.
