I always assumed Li was lying to psych Sakura out.

As for his robes-- Sakura changes before a capture too. I mean, no one really seems to care that the Clow Cards are causing mayhem; they need to get pretty first.

I kind of wonder if half of the "knowledge" Li possesses is pulled out of his butt.

As I said before, Sakura does have an excuse: Tomoyo makes her change and it's played for laughs.

But Li is supposed to deadly serious about all this. Surely he'd realize that time was of the essence?

And Sakura doesn't change all the time. This time she didn't change but Li did. Since it happened so quickly, that means that either Li changed really fast and seriously booked it over there or he was just wandering around town with it on.
