if i am (technically) a chicago resident, or can at least prove that i am, and will be in chicago on march 16, can i vote in the primary there? and how do i go about it?
Did you register to vote when you were living here last year? If so, then all you have to do is show up at your local precinct, ask for a democratic ballot, and go for it. (It would be the local precinct to the address where you were living when you registered. You can google for a precinct listing, or slog through the City of Chicago website.)
If you didn't register, then you're out of luck, since voter registration for the primary has closed.
