Horatio Hornblower missed Archie Kennedy very much, dreamed of him sometimes still. He was grateful for William Bush's steady presence. Though not whom he would have liked for his first lieutenant, at least he knew Bush. And William knew him, knew some of the demons and dreams that haunted him still. That was all Horatio would allow the first lieutenant. What little friendship they had was all he would allow himself. The pain of losing Archie's friendship had been too much. That's why he kept Bush at arm's length. It would be easier to bear the eventual loss that way.
