You have to have written a minimum number of stories in a qualifying fandom--last year it was 5 stories of 500 words, but it's possible we'll reduce the minimum length this year. If you meet that, then you can definitely sign up.

I would say the story count/length requirements of previous years are about right. My two cents is, I certainly wouldn't decrease them--having struggled to find a story I could remix in the past, the idea of decreasing the minimum requirements to sign up (and hence potentially decreasing the amount of stuff I have to pick from) is a bit daunting.
