Shirley is, first and foremost, an average girl. She's a hardworker, always maintaining great grades in school, and is even active in both the swimming club and the student council at her school. Cheery and optimistic, it's almost rare to see her without a smile on her face. She can be quick to anger though, and often ends up irritated or exasperated by the antics of her fellow student council members. But just as easily, she'll let that anger go and be back to smiling; she's not one to hold grudges. In love, she's what you'd expect from a teenage girl: she gets flustered when she thinks about him, sometimes has a hard time talking to him, and gets jealous when other girls get close to him. Really, she's just your everyday girl on the surface, a kind and compassionate young woman.
Her kindness, actually, is one of her most forefront traits-in a time and place where discrimination is a national policy, Shirley is there with an outstretched hand. She's always willing to be someone's friend, to get to know them and have a good laugh or two. When Suzaku Kururugi, a native Japanese or otherwise known as an 'eleven,' transferred to her school, the rest of the student populace is too afraid to even say anything. Shirley, however, walks straight up to him and introduces herself. She doesn't let herself be controlled by things like prejudice or racism, making her own judgements on people and preferring to at least befriend them before she gets to any of that. The current world politics may not be something she's personally interested in, but when it comes to people personally, she's not afraid of any labeled stereotypes.
When it comes to the people she cares about, Shirley is willing to do anything to protect them. While normally a peaceful girl, she's taken up a gun more than once in the name of protecting the person she loves, Lelouch. To save his life, she's even shot someone before. It didn't actually kill her target, but she had no way of knowing whether or not the shot would be fatal; essentially, she murdered another human being for the sake of Lelouch. It pained her greatly though, and she couldn't come to terms with what she had done--yes, she had hurt someone for the sake of protecting another, but it didn't change the fact that she stole someone's very life from them. Combined with her father's death and the knowledge of who's fault it was that he died, she simply couldn't bear the weight of what she had done. Yet, even knowing that Lelouch was indirectly responsible for her father's death, she couldn't just stop loving. Despite knowing what he had done, she continued to love him whole-heartedly.
It is through that one can tell exactly how compassionate and loving Shirley is: she believes that nothing is unforgivable. She was willing to forgive Lelouch for killing her father, taking away her memories, lying to her--everything. When it comes to matters of anger and being hurt, she's rather perceptive. During a conversation with Suzaku, he told her that there were some things Lelouch did that were completely unforgivable. However, she quickly and easily pointed out that it wasn't that what Lelouch did was unforgivable, but rather Suzaku just wasn't willing to forgive him. Shirley is the kind of person who could never act out of revenge or bitterness or any other negative emotions like those. She has the strength of heart to look past those and come to forgive.

The hole in her shirt was there, but she felt fine. Nothing hurt. The only discomfort she had was the cooling blood against her skin.]
