Using selective color.
Open your base, crop it.(& sharpen if need)
Duplicate base, bring to the top & set Screen 50%.
New fill layer, with #044E74 & set Overlay 100%.
New fill later again, with #08C2A1 & set Softlight 75%.
One more new fill layer, with #F6E7BE & set Multiply 56%.
New selective color, set to
Yellows: Cyan+100 Magenta-50 Yellow+100
Greens: Black-100
Neutrals: Cyan-27 Magenta+24
Blacks: Magenta+33
& click ok.
Duplicate the Screen layer, bring to the top.
Add textures, brushes if you want. I added this texture made by weapon_icons.
Finish!!
