Dean wanted him to help him keep people safe, and the mistletoe are obviously cursed, what with all the horrible, unwanted kissing going around. He briefly appears in the Square, arms full of mistletoe up to his chin, looking very smug. Castiel dumps them all on the ground before him, and looks around happily.
Until he sees that the ones he removed are quickly growing back into place. Castiel sighs, scoops up his giant pile of mistletoe and BAMFS out. In a moment he's back, free of the nuisance and looking to start over.
