I probably started this project about two years ago. Tons of school, and three mock-ups later I finally had a finished pair of corded stays last spring. Over the summer I made the rest of the underpinnings and the dress, finishing up around September. This was my first steps into the world of Regency, and I really like it so far

Another solution to the very deep hem/lining plus tucks is to take the tucks only in the outer fabric. You can stitch along the tuck lines to the lining fabric if you want that extra support. It wouldn't e quite as stiff as yours is, with the doubled up tucks, but it might be easier to do quickly.

I'll remember that for the next one. I want to make another petticoat that is bodiced and colored. I always loved the show-through you see in some of Mariann's gowns in Sense and Sensibility. I'll probably use quilting weight cotton, and that would be easier to tuck just one layer I think.
Honestly the only reason I lined the hem was because it was a little too see through :)
