A lot of known people aren't verified despite their own petitions to get them verified. Most hilarious attempt? Ana Gasteryer. She tried REALLY hard using sign and her face and eventually, got verified, lol. Even when cents change their names they're not automatically verified. They have to wait and wait and wait.
